IDB-Bangladesh Islamic Solidarity Educational Wakf has been established following an arrangement between the Islamic Development Bank, Saudi Arabia, and the Government of Bangladesh. As per the provision of the agreement, IDB Bhaban, a 21-storied commercial building of office spaces and a 4- storied shopping mall, was constructed with the financial assistance of the Islamic Development Bank at a cost of US $ 13.2 million on 2 acres of land donated by the Government of Bangladesh, located at E/8-A Rokeya Sarani, Sher-e-Bangla Nagar, Dhaka, Bangladesh. On the other hand, skilled manpower is the key to development. Development strategies and processes are changing with new inventions and innovations of science and technology. There are also a number of meritorious college/university graduate unemployed Muslims youth who have enormous potential all though not yet properly exploited due to lack of finance. According to the report, “Bangladesh Educational Statistics-1999” by the Bangladesh Bureau of Educational Information & Statistics (BANBEIS), Ministry of Education, approximately 2,824,672 registered students are studying at different levels of Madrasah under Madrasah Education Board. Only a minority of Madrasah output is absorbed in socio-religious services while the majority remain out of any recognized jobs. This renders a large section of educated youth incapable of any socio-economic service. Whereas, Madrasah are increasing in number day by day, so is the social investment. But fruitful and effective Madrasah output in terms of economically viable manpower is still a far cry. The developed and the developing countries are competing in the global market place under an open market economic policy as unequal partners. If a developing country like Bangladesh is to compete on an equal footing, then it will require massive investment in human capital and technological development. Reliable and skilled work force is the most important ingredient for attracting direct capital investment from other countries.
